If I change to spot light, I can set a cookie, just fine. It appears at the bottom of my sprite and even adding more point lights do not fix it so I know it isn't a shadow. Im pretty sure the problem is caused by one point light being in the range of the other point light so, for lag issues Unity only renders one of these lights. All objects in the scene are illuminated as if the light is always from the same direction.
